Dr. Elkassabgi holds a B.S. in Electrical Engineering with a Computer Hardware emphasis from Texas A&M University–Kingsville, an M.B.A. from Texas A&M University–Corpus Christi, and a Ph.D. in Finance from Texas A&M International University.
At Oak Ridge National Laboratory, he conducted research under an International Atomic Energy Agency (IAEA) grant on the design of the Integral Primary System Reactor (IPSR), an integral pressurized water reactor engineered for passive safety and a proliferation-resistant fuel cycle. He developed C-language middleware bridging legacy 3D simulation codes with next-generation software, programmed CAD-driven thermal-hydraulic simulations of core temperature and pressure under hypothetical accident scenarios, and architected algorithms for massive data handling — ingesting, error-checking, and retrieving stochastic reactor telemetry from multi-terabyte datasets in massively parallel processing environments.
As a Patent Examiner at the United States Patent & Trademark Office, he examined hardware patent applications in the 3D simulation and graphics-processing arts — a domain that that spanned programmable vertex- and pixel-shader architectures, fixed-function transform-and-lighting (T&L) geometry engines, SIMD vector and floating-point units, rasterization and texture-mapping pipelines, graphics ASICs and FPGA-based accelerators, dedicated physics and graphics co-processors, the AGP-to-PCI Express bus transition, and the emergence of general-purpose computation on graphics hardware (GPGPU) — with a concentration in hardware/software algorithm optimization and the affine matrix transformation pipelines underlying real-time rendering. He conducted detailed examinations of claims, specifications, and drawings for statutory compliance, assessed novelty and non-obviousness through comprehensive prior-art searches in the EAST and WEST databases, and issued Office Actions articulating grounds for rejection or allowance; he also examined international applications under the Patent Cooperation Treaty (PCT) per WIPO guidelines, and served on a U.S. Department of Commerce international delegation, advising diplomats from more than 30 countries on intellectual property.
His research applies this computational and hardware background to high-frequency financial data, examining how information moves through markets — informed trading, event-driven abnormal returns, volatility dynamics, and central-bank communication — with broader work in corporate governance and capital structure. He previously held faculty appointments at Arkansas Tech University (tenured Associate Professor of Finance), King Saud University, and Texas A&M University–Corpus Christi.
